General Scope of Work
The Finance Officer establishes and maintains efficient finance systems and control mechanisms to support the smooth running of the operations and ensure compliance with administrative and financial rules and procedures.
Specific Tasks:
- Ensures implementation and compliance with internal financial controls and makes certain that transactions are processed, and assets managed following PMPI Financial Rules and Regulations;
- Prepares budget proposals for funding agencies in consultation with Project Officers and the National Coordinator;
- Reviews budget requests from partners and ensure they comply to PMPI financial guidelines;
- Prepares periodic, timely, and accurate financial reports;
- Provides financial performance analyses;
- Ensures maintenance of proper books of accounts;
- Ensures monthly bank reconciliations;
- Ensures efficient payments and disbursements;
- Prepares audits (auditor selection, assignment/schedule, documents) and ensures that financial risk management and fraud issues are addressed;
- Submits audited financial statements per deadline;
- Ensures up-to-date registration of the organization;
- Ensures operation of procurement system;
- Ensures safety, custody, and maintenance of office computers & accessories,
furniture and equipment; - Ensures maintenance of up-to-date register of assets;
- Supervises Finance Staff and Bookkeeper; and
- Performs other tasks and/or as requested by the National Coordinator or by Project Officers.
Job Requirements:
- Must be a Filipino.
- A college graduate preferably with bachelor’s degree in finance, accounting, and business administration.
- Possesses knowledge and hands-on experience in financial accounting, budgeting, financial reporting, financial analysis, proficiency with financial software, knowledge of relevant regulations, strong analytical skills, experience with financial transactions, and a proven track record of managing financial operations within an NGO.
- With at least 5 years’ experience of working with civil society organizations.
- With strong communication and coordination skill.
- With ability to work under pressure and a flexible schedule.
- With ability to multi-task under minimal supervision.
Terms of Employment, Benefits & Compensation |
Successful applicant shall undergo a 3- to 6-month probationary period. During the probationary stage, performance evaluation shall be conducted during the 3rd and 6th month. Passing the two evaluation processes is a requirement for full employment. Once applicant passed the probationary period, he/she shall have full employment status and shall enjoy full benefits as required and mandated by law.
