Job Ad: Monitoring, Evaluation, Learning, and Accountability (MEAL) Officer

General Scope of Work

 The Monitoring, Evaluation, Learning, and Accountability (MEAL) Officer develops and manages PMPI’s monitoring, evaluation, and learning systems. The role ensures that programs, campaigns, and network initiatives are effectively tracked, assessed, and documented, and that evidence is used for planning, advocacy, and network strengthening.

Key Tasks:

With the supervision of the National Coordinator, the M&E Officer shall:

  1. M&E System and Tools
  •  Develop and maintain PMPI’s M&E framework and indicators.
  •  Create and update monitoring tools, templates, and reporting forms.
  1. Data Collection and Coordination
  • Coordinate data gathering with the Secretariat, Task Forces, and Regional Clusters.
  • Support partners in using M&E tools and ensure timely reporting.
  • Conduct monitoring visits when needed.
  1. Data Analysis and Reporting
  • Consolidate and analyze quantitative and qualitative data.
  • Prepare M&E reports, summaries, and visualizations.
  • Provide evidence for planning, decision-making, and donor reporting.
  1. Learning and Evaluation
  • Facilitate learning sessions and reflection activities across the network.
  • Support internal and external program evaluations.
  • Document case stories, Most Significant Change (MSC) narratives, and advocacy outcomes.
  1. Capacity Building
  • Train staff and cluster members on M&E concepts and tools.
  • Provide coaching on data collection and documentation.
  1. Data Quality and Ethics
  • Ensure accuracy, confidentiality, and ethical standards in all M&E processes.

Job Requirements:

  1. Must be a Filipino.
  2. A college graduate, preferably with a degree in Statistics, Development Studies, Social Sciences, Public Policy, or related fields.
  3. With at least 3-5 years of experience in M&E roles within NGOs, advocacy networks, or development programs.
  4. Experience working with multi-stakeholder network coalitions.
  5. Familiarity with donor reporting requirements (Misereor, EU, etc.)
  6. Analytical thinker with problem-solving skills.
  7. Strong communicator (both written and verbal).
  8. Collaborative and diplomatic, able to work across diverse sectors.
  9. Adaptable and proactive, especially in dynamic advocacy environments.
  10. Value-driven, aligned with justice, equity, and sustainability principles.
  11. With ability to work under pressure and a flexible schedule.
  12. With ability to multi-task under minimal supervision.
Terms of Employment, Benefits & Compensation

Successful applicant shall undergo a 3- to 6-month probationary period. During the probationary stage, performance evaluation shall be conducted during the 3rd and 6th month. Passing the two evaluation processes is a requirement for full employment. Once applicant passed the probationary period, he/she shall have full employment status and shall enjoy full benefits as required and mandated by law.
