Quezon City, Philippines — The Philippine-Misereor Partnership Inc. (PMPI), a nationwide network composed of independent civil society organizations, grassroots people’s organizations, and church groups, takes a firm stand against the growing use of restrictive legal complaints against environmental defenders. This position is underscored by the recent cyberlibel case involving environmental advocate Ms. Haide Fernandez, which stems from published reports regarding critical ecological issues in Zambales. As a collaborative network that values the autonomy of its partners across various regions, PMPI recognizes Ms. Fernandez as a key coordinator within the Central Luzon cluster advocacy space. She is an integral part of our broader community of defenders, and we stand in full solidarity with her.

When ecosystems face systemic degradation from destructive activities, nature’s inherent right to exist, persist, and regenerate is fundamentally compromised. Defending these intrinsic rights requires courageous individuals to speak out for ecosystems that cannot protect themselves. Because human rights and ecological integrity are completely inseparable, Ms. Fernandez’s advocacy is a legitimate and necessary exercise in safeguarding both frontline communities and the Rights of Nature.

Environmental human rights defenders (EHRDs) serve as the essential link between fragile ecosystems and environmental justice. Utilizing cyberlibel and defamation frameworks against advocates who expose environmental concerns creates a troubling chilling effect. It strains grassroots resources and threatens to silence community participation. PMPI views these legal challenges not as isolated disputes, but as systemic pressures that hinder meaningful ecological governance and transparency.

As PMPI National Coordinator Yolanda Esguerra puts it: “True equity and the rule of law must shield defenders from retaliatory litigation while ensuring public participation remains uninhibited. PMPI calls on the appropriate legal and state institutions to uphold robust protections for EHRDs and ensure the fair, impartial administration of justice that respects fundamental freedoms.”

PMPI remains steadfast in its commitment to advancing the Rights of Nature and supporting the networks, individuals, and communities who protect our shared planetary home. Defending Nature means defending the people who care for it, and we stand collectively bound to ensure that the voice of ecological defense is never diminished.
